MEASURING TRANSPARENCY IN THE PUBLIC PHARMACEUTICAL SECTOR: ASSESSMENT INSTRUMENT

Pharmaceuticals are indispensable to health systems; by complementing other types of
health‐care services they can reduce morbidity and mortality rates and enhance quality of
life. Therefore, access to health‐care and essential medicines is increasingly being viewed as a
fundamental human right1. Yet the ability of pharmaceuticals to save lives, reduce suffering
and improve health depends on their being of good quality, safe, available, affordable and
properly used.
